Rain bringer
The rain bringer stretches out herding the slipping sliding streams. tail whipping behind it its master had ordered it to bring the floodwater down the channels. so down the channels it would go one eye on the water one eye on the sky looking for the dragons to would try to eat it if they could catch up.

dragons don't have and do not actually effect the rain however it creates a negative stereotype of dragons. floods are unrelated but the link is fair because rainless years force the dragons to go farther south.
