Alq'a

Alq'a does not refer to a single location, but rather to the nation of seafaring merchants (both above and below water) that move between the continents. It is ruled by a king who is selected by the council of merchants who work as advisers to the throne. Though his post is for life and his power and directive over the nation's political and mercantile attitudes is great, the council does retain a considerable amount of influence, as they provide the king's coffers. Alq'a is unique among the nations of Alteria in that there is no single location that is Alq'a, but rather that it describes the people wherever they happen to be.
