Menione

After the War of the Devil King, the devastation fractured the region known as Menione. A myriad of warlords and heroes were fighting for control of the area. Five rulers managed to quell the fractured provinces a couple of centuries afterward. The domains of Menisis, Ira, Orkan, Narima, and Epolate bickered over territory for another century. The moment that unified these five kingdoms was another rise in the north. With more forces from the Oberon Empire, the unregulated part of the empire. The hordes of orcs, centaurs, goliaths, giants, and the undead rained upon the five domains. The onslaught of the hordes forces these five kingdoms into a federation alliance. The pact was called the Menione Allied Treaty. Once the armies of the federation pushed the hordes back, the five kingdoms decided to stay unified. So they formed a confederation, and the five rulers became the five chancellors. These leaders led a Parliament made up of landowners and military commanders. Menione has been stable since the unification.

Structure

Civilian Rulership Structure

The federal and state government organization are set up the same way. They have a governing and legislative body. Leaders and oligarchs of registered cities vote for the legislative body. The governing body consists of five sovran leaders. The sovran will dictate the yearly activities for the Parliament sessions. Each sovran will propose legislation, govern different aspects of the kingdom, and vote or veto bills into law. Sovrans only have a limited amount of outright veto power. The legislative body, Parliament, consists of fifty people for the federal and twenty-five for the state. These people will write and pass new laws for the kingdom.   The cities registered to vote for state and federal elections must be a specific size and governing structure. The governing system would need a seven-person council to be considered. In addition, the city must have 2500+ people living within the city limits.  
  • Arch Sovran: the title of rulers of the government.
  • Sovran: the title of the rulers of the state government.
  • Arch Legislator or Marquis: the title of an elected member of the kingdom Parliament.
  • Legislator or Duke: the title of an elected member of the state Parliament.
  • Councilman or Baron: the title of an elected member of city government.
There are additional titles under the governing bodies of federal and state governments. These officials are advisory positions that keep track of various aspects of the kingdom.
  • Prepose: official attendants for the sovrans. They keep tracking the day-to-day activities of the leaders. For example, a person must go through the Prepose to schedule a meeting with a sovran.
  • Conseiller: advises the sovran on foreign and tribal affairs. They will assign diplomats and ambassadors.
  • Armees: manages the kingdom's military strength and advises the sovran on the budgeting of the forces.
  • Juge: this advisor will enforce the laws of the kingdom. They will use the federal guards and bounty hunters to ensure those breaking the laws are brought in.
  • Grandir: advises the sovran on economic, education, and magical affairs.
  • Esoterique: advises the sovran on divine, magical, and arctech.
  • Cultiver: advises the sovran on agriculture and natural resources.
  • Banquiere: manages the treasury of the kingdom.

Religion

The land of Menione has several divine entities that can be worshipped in registered cities. Towns that wish to be registered must abolish any worship of deities not on the following list. Any religion not on the list openly worshipped is subjected to fines and imprisonment.

Foreign Relations

Clotho

The maidens of Clotho and the owls of Menione are a united alliance. They have a known military pact. These kingdoms share magical knowledge and various trade goods.

Helmingurdrekar

The dragons of Helmingurdrekar and the owls of Menione have a peace treaty. These kingdoms wish ill will on one another and have a standard trade agreement.

Oberon

The mages of Oberon and the owls of Menione don't much like each other. However, they do have sociable relations with one another. The Oberon kingdom does allow the army of Menione to pass through the borders to deal with the threats. However, Oberon is a bit jealous of some of the magical advancements of Menione.

Tecnognomo

The mechanism of Tecnognomo and the owls of Menione don't much like each other. They are in a cold war attempting to get more land from allied city-states in Tefnut. So each kingdom hires mercenary groups to do their dirty work.

Tefnut

The land of Tefnut isn't a kingdom. It is a large swath of land with various city-states along trade routes. The domain of Menione has allegiances to several city-states sending goods and arms to those states. Menione is also attempting to gain some land from enemy city-states.

Education

The temples of the land educate the people of Menione—mostly the followers of Oghma. People in larger cities will petition their children to go to arcane schools, past most registered cities' education basics. The kingdom has vocational schools and apprenticeships. The non-registered cities cannot send their children to schools of the arcane. They have access to various apprenticeship programs.
