Floating Island
Most people will not be aware of the existence of the core prior to the Steam era and, even then, only those who own an island and/or airship would have seen it.
The Floating Islands are exactly that: Islands that float above the clouds. They were originally invented by someone from Misinthianioal. They are powered by a Mislonian core.

Access & Availability
Prior to the steam age, only the Lightless would have access to the floating islands.
Discovery
The Lightless first discovered an island and, after discovering its core, landed the island and began to study and backward engineer the core in order to build more. At the time, they were unaware of who created the core.
