Order of the Scarabs
A group of Arcane Practitioners that control Drakenwall. They are a few people permitted to use magic in the city and maintain control through fear, awe, and strong suppression of the locals feats of magic.
They have a group of warriors that work with them called The Order of the Hallowed Accord (Pact Keepers) that do the grunt work for them.
A high ranking officer in the order is known as The Lord of Blades.
