Celtacean Empire
The Celtacean Empire owns most of the available terrain on Alkumeri and, in addition to strict security regulations, is also known for its massive army strength. While an army seems a bit excessive nowadays, the crime rate is at its lowest in most of the cities. Many soldiers have been assigned to keep the decay away from the lands, especially the island of Pajama. Therefore, it takes several hours for ships to dock at Pamaja, and if one of them has a spore on board, it is immediately sunk. The empire has a clear advantage over the other powers, as the island continent of Pamaja, on which the capital is located, is not infested with the decay and is home to only healthy inhabitants, who are also regularly checked by the military. It also controls most of the mines where valuable resources are extracted. The Celtacian Empire is generally open to all, as long as they adhere to their strict guidelines. The empire is also, like many others, interested in the research of the spore forests, since the expeditions to the spore forests in the Silma Atoll are mostly financed by the empire.
Structure
The Celtacean Empire is controlled by one person, the emperor. Instead of having to manage the entirety of Celtacean, the emperor has a council of 7 that consults and supports him, also known as the 7 Crowns. Each crown has their own county which they govern and inside those are Kings and Queens with their smaller districts that are subordinates to them. Except for Acrine, the capital, that is so big that two crowns are nessesarry in order to control it, each of the other districst is hold by only one crown. While the crowns manage the small parts of the empire, the emperor can soely concentrate on major things like international negotiations or nation wide matters.
Kings or Queens in the Celtacean Empire are usually put in power by the emperor or one of the crowns and are usually people of noble houses or someone who has proven themselves worthy. When the current King or Queen dies their oldest child will inherit their status and lands. Except if the child is too young, unwilling or there are no children, another noble house will be designated to take over. In rare cases people are able to vote for their next King or Queen which doesn't nessesary has to come from a noble house.

Demography and Population
The majority of the Celtacean Empire consists of humans, and many of them hold a higher position than other races. The Elhani are the second most common race, with the Deer Elhani predominating in the major cities. Some Maghoni as well as many of the Rasker have joined the Celtacean Empire, but prefer to stay in the Ravoure Mountains, where they have their home cities. Many Helveri are more likely to be found in the outer desert regions of the empire where some other races have settled as well. Acrine has by far the largest population of the Empire, including many refugees whose cities have been destroyed by the Rdecay. Therefore, almost all races are represented in Acrine, but even the largest city on Alkumeri has difficulties in accommodating them all.
Religion
The Unity is worshipped by the inhabitants of the Celtacean Empire and there is always a church for the gods in every city. While the Union is worshipped by everyone, Celous playes a major role, as he is the patron of the military and the political structure was formed after him. The temples of Celous are often barracks for the military, but there are also smaller ones for the rest of the population. Usually there is at least one tower in every city that is dedicated to Akia that provides the time by the help of a clock. Agape doesn't have many temples for her but instead there are many parks dedicated to her. Revant is also worshipped by scholars and some of the mages and many libraries are dedicated to him.
