Title: Atenïor Preservation Act - Date Enacted: 4027 SGY - Status: Active  
 

Preamble

  In recongnition of the extraordinary ecological, scientific, and cultural significamce of the planet Atenïor, this Act establishes protections to ensure its pristine nature is preserved for future generations. The Atenïor Preservation Act prohibits exploitation, limits human intervention, and establishes a framework for scientific research and conservation efforts.  

Section 1: Title and Purpose

1.1 Title:

This legislation shall officially be refered to as the Atenïor Preservation Act (APA).  

1.2 Purpose:

The purpose of this act is to designate the planet Atenïor (located in the () System) as a Pristine Preservation Zone, protecting its unique natural ecosystems, plant life, and unaltered environment from development, exploitation, or urbanization. This Act ensures that the natural integrity of Atenïor is maintained for scientific research, education, and future generations.   This Act also serves as a benchmark for galactic preservation efforts, encouraging other systems to adopt similar conservation principles. Atenïor's untouched ecosystems shall function as a control sample for understanding planetary health and aiding restoration projects elsewhere in the galaxy.  
 

Section 2: Desgination of Atenïor

2.1 Pristine Planetary Classification:

Atenïor is hereby designation as a Class-1 Pristine Planetary Reserve under the Republic Enviromental Code 4601-EDC signifying,  
  1. Minimal habitation by Republic citizens (limited to regulated research outposts)
  2. Complete prohibition of industrial, urban, commercial, and/or agricultural development
  3. Restricted access to to non-research-related entities or individuals
 

2.2 Preservation Zone Boundries:

The entirerty of Atenïor's surface orbit, and atmospheric space (up to 10,000 km above average sea level) are subject to protections and punishments outlined within this act.  

2.3 Orbital Control:

Only Atenïor Planetary Protection Authority (APPA) and the () System Defense-approved stations and satellites are permitted in planetary orbit. Unauthorized vessels entering orbit without clearance will face fines, impounding and/or expulsion.  
 

Section 3: Access and Usage Regulations

3.1 Authorized Personel and Entitires:

Access to Atenïor is restricted to the following:  
  • Government-sanctioned research teams.
  • Enviromental monitoring crews approved by the Republic Preseration Bureau (RPB).
  • Educational expeditions under strict oversight.
  • Planetary Preservation Inspectors and appointed law enforcement
 

3.2 Prohibited Activities:

The following activities are strictly forbidden:  
  • Resource Extraction: Mining, deforestation, water collection, harming fauna, or harvesting of flora
  • Habitat Disruption: Introduction of non-native species (Flora and Fauna), permanant settlements (aside from what is stated in 2.2.1) or large-scale activities
  • Pollution or Contamination: Any discharge of waste, chemicals, or harmful materials into Atenïor's ecosystems
  • Unapproved Scientific Interference: Destructive testing of native plants or fauna, unauthorized flora/fauna removal
 

3.3 Research Permit Requirements:

Entities seeking research access to Atenïor must apply for a Class-A Research Permit through the Republic Preservation Bureau. Permits are subject to:  
  1. Thorough vetting of the applicate(s) research goals and enviromental impact
  2. Strict adhearence to "leave no trace" policies
 
 

Section 4: Enforcement and Penalties

4.1 Enforement Authority:

The enforcement of this act shall be overseen by:  
  • Atenïor Planetary Protection Authority (APPA) - Maintain planetary security
  • () System Defense - Maintain orbital security
  • Republic Preservation Bureau (RPB) - overseeing research permits and inspections
 

4.2 Penalties for Violations:

Violators of the Atenïor Preservation Act will face severe consequences, including, but not limited to:  
  • Fines up to 500,000 Credits per offense
  • Immediate revocation of planetary access rights
  • Impoundment of equipment, ships, or research tools
  • Criminal charges for repeat offenses, punishable by imprisonment up to 15 Galactic Years
 

4.3 Blacklisting Entities:

Any corporation, organization, or individual found guilty of violating Atenïor's preservation regulations may be permanently blacklisted from all Class-1 Pristine Reserves.  

4.4 Rewards for Whistleblowers:

Individuals who report violations of the APA resulting in successful enforcement actions may receive monetary rewards or commendations from the Republic Preservation Bureau.  

4.5 International Mediation:

Disputes involving interplanetary jurisdictions regarding the APA shall be mediated by the Republic Council for Environmental Preservation (RCEP) to ensure compliance and resolution.  
 

Section 5: Economic Impact and Funding

5.1 Galactic Funding:

The preservation of Atenïor is funded through a coalition of planetary governments, with additional grants provided by the Republic Science Foundation (RSF).  
  • Annual Budget: Allocations are used for enforcement, monitoring, and supporting research activities.
 

5.2 Tourism and Cultural Contributions:

While direct tourism to Atenïor is prohibited, holo-documentaries, virtual tours, and merchandise based on Atenïor's flora provide indirect funding for preservation efforts. Licensing fees from these initiatives are redirected to environmental protection programs.  
 

Section 6: Oversight and Reporting

6.1 Annual Enviromental Review

The RPB will conduct an annual review of Antenior, assessing the planetary ecosystem’s health and the impact of Republic activity. Findings shall be made publicly available on the RPB's LightNet site.  

6.2 Research Reports

Approved research teams must submit quarterly reports detailing their findings, environmental impact mitigation measures, and compliance with preservation standards.  
 

Section 7: Future Amendments

7.1 Legislative Review

The Atenïor Preservation Act may be amended or updated as deemed necessary by the Republic Council for Environmental Preservation (RCEP) to strengthen protections or adapt to new scientific discoveries. A review will be conducted every 10 standard years, or if an event occurs sooner than the 10 year span that requires another look into the Act.  

7.2 Emergency Measures

In cases of environmental crises or unforeseen planetary hazards, the APPA, () and RPB are authorized to take immediate action, including temporary suspension of research activities or evacuation of personnel.  
 

Section 8: Signatures

  This Act is hereby enacted and ratified by the Galactic Congress on 4027 SGY, and all protections and regulations contained herein take immediate effect.
