Shith'ari
Dark Council of Zith Morra
The Shith'are is the ruling body of the Juhl'are city of Zith Morra in the Underdeep region of the Night Below. It is an eleven-member council that has ruled the city since its founding. Originally a council of only priestesses, the membership shifted over the centuries, adding sorceresses and wizards. With the overthrow of the theocracy and the fall of Urbsussun the wizards and sorceresses have taken up for control of the Shith'ari.
Each member of the council, known as 'Shith,' controls a sphere of influence within Zith Morra. With each member having absolute control of their spheres, it makes members of the Shith'ari the most powerful citizens of the Zith Morra. There is some grey area when it comes to matron mothers of noble houses, however. While officially the matrons are subject to the council, it falls to the strength of the Shith verse that of the matron. A culture of the strongest survive, the Shith'ari rarely involves itself in inner conflicts within a sphere of a Shith. If the Shith cannot control his or her sphere, that Shith is not worthy of the seat on the council. The council only works as a whole when to keep Zith Morra, as a whole, under control and safe from outside influence.
Seats on the council are highly contested. Any wizard or sorceress in the city can attain one of the seats when it becomes vacant. Appointment comes from a majority vote by the council. There is not set path to achieving this, however. It is the individual Shith of the Shith'ari that determine if a Zithelfar is worthing, an opinion that can change from one hopeful to another. More often than not, a seat is filled by ranking and powerful assistance and apprentices that working under the former Shith.
