An ancient but recently troubled city, named after the great orator Ethmer Alenda.

Isolated and shaken

Alendai has become a place for the desperate. Trapped Vacillians, Ornits fleeing oppression, and others who've had their old lives erased are packed together in this city, treated as an afterthought by most Ornit governors.
Stretched for resources, with desperation forcibly converted to anger, the people of Alendai are largely hostile to newcomers.

Government

Before 710, it was a Vacillian city called Fendensire, but most of its governing body was driven out by the Duumvirate War. Now an Ornit territory, it was left with a patchwork system of laws which hasn't nearly caught up with the rest of Ornity. The central government of Ornity has generally decided to ignore Alendai until the war is over, hoping that things don't go too wrong in the meantime.
