Mantle of Sedition

A bronze frame that rest on the shoulders and frames a banner over the back of the wearer. The frame is inscribed with Werrd runes, and scarred at the centre from when a speaker of The Just broke the mantle in half. The mantle is typically overlayed by a torn, sullied, and singed flag of the organzation that The Banner's speaker seeks to depose. The mantle cannot be utilised until The Banner has selected a speaker to undergo the Seditious Steps.   wondrous item (cape), artefact (requires attunement by a creature of a chaotic alignment)  
  • You gain one unqiue property.
  • Sage's Speaker. Your proficiency bonus increases by 1 (up to a maximum of 7). You have disadvantage on saving throws whilst in possession of another Opus of the Sages. When you attempt to attune to another Opus of the Sages, you automatically fail and take 33 (5d12) psychic damage.
You acquire an aura that extends up to 10 feet around you. At 18th level, the aura increases to 30 feet around you. This aura grants you the following abilities:
  • Fury of the Uprising. Allies within your aura are immune to frighten effects. Non-magical weapons within your aura are considered magical for the purposes of ignoring resistances, and add your proficiency bonus to their damage rolls.
  • Oppressor's Retribution. When you take damage, enemies within your aura take 5 (1d8) points of fire damage. This damage increases to 9 (2d8) at 11th level.
  • Undying Ideal. When you would be reduced to 0 hit points, make a DC 10 Charisma saving throw. On a success, you instead stay at 1 hit point. The DC of this feature increases by 4 on each success. Once you fail the saving throw, you cannot use this feature again until the next dawn. Additionally, once you fail the saving throw, all enemies within your aura take 22 (4d10) fire damage.

Manufacturing process

A ritual called the Seditious Steps is charged upon the Banner's speaker. They are to find the bronze mantle, which often requires reforging as the breaks caused by The Just often reopen once the mantle leaves a speaker. On the journey to find and reforge the mantle, the speaker must take possession of a banner or flag belonging to the governmental body they seek to depose. During their pilgrimage they must desecrate the flag in any way they choose, so long as it maintains effectiveness as a flag. It can be burnt, torn, muddied, and vandalised so long as it retains its shape. Once the mantle is collected and in one piece, the speaker attaches the flag they tarnished to the frame. This ritual awakens the aura of the Banner within the metal frame, allowing the speaker to rally commoners, and criminals against the unimpoverished and tyrannical.

Significance

When the rebellion the user has been backing is successful and the governmental body is dismantled, the Mantle of Sedition becomes inert. The banner that forms the cloak of this item burns away into dust, as the symbol you stood against is now no longer one of power. Without a descrated flag attached to the mantle, the magic of this item fades away. Once the mantle is without a cloak, the user must roll a d100. If they are unable to roll below their level, the mantle breaks at the centre into two pieces that must be reforged to be used again.
