Homebrewers

Making magical brews and elixirs as experiments at home is nothing new - especially after the invention of Magic Containers that makes it possible to store the brews for much longer.  
Small amounts of homebrewing and experiments are not considered illegal, but doing so on larger scales is punishable by law.   The law is called Potion Safety and was voted for mainly because of the dangerous aspects of handling magic wrong can have.

  Even with a law in place to prevent untrained citizens from brewing their own potions, many keep doing so anyway. The Institute of Healing is believed to be the main factor for the law to come in place, and for many, it seems obvious that it only helps their business out a lot if there is no competition around. And they are mostly right! The institute has a monopoly on magic potions all across Aewyn.  

In the shadows

  The market for magic potions, whether it be healing or something different, is quite good in all parts of Aewyn, and that is why many continue to make their own potions with the intention of selling - they are taking a big chance and are facing a big fine or even some time in jail if someone found out.  

Different intentions

  Money drives many souls, and this is also what drives a lot of homebrewers. They know the market is small, and if they set their prices way under the institute prices, many will try the cheaper option. Some take advantage of desperate people.   Other homebrewers take the chance of imprisonment because they want to support the ones that don't have enough money to buy from the institute. Many believe their prices are simply too high and that they are taking advantage of desperate people that are afraid of losing their loved ones. They are well aware that most people will pay anything to save the lives of someone they are close to.

The good ones

  Homebrewers with big hearts are the ones that partake the community mentioned above.   If someone is in dire need of a potion but can't afford the costs, they might bend the price to some minuscule amount.
