Mercantile Republic of Isla Bahatoor

The Island of Dragonborn and Tieflings. Set upon the mythical rock in which it was believed that Asmodeus and Venarion committed "Honour's Folly" in the mythical histories. Here reside the holy Dragonborn knights of the Platinum Cadre, leaderless after the disappearance of their golden-dragon master; the Tieflings of Isla Bahatoor have maintained a prominent case of merchants, thieves, and banking families.  

GOVERNMENT & POLITICS


Isla Bahatoor is run as a powerful mercantile republic of powerful cities and ports.   Led by a head of state and of all government institutions, known as the Doge. Those under the Doge, are the cabinet and executive arm of government, the High Table, consisting of members of wealth, privileged hereditary bloodlines of the nobility and aristocrats known as the Signore, with supervising the actions of the Doge with the power of veto against the High Table and their rule.   Each city is ruled by a Council of Ten, under which are aided by a Committee of 120-members that handle the day-to-day legislation and administration. The Maggiore are the 2000 strong members that form the backbone of authority, consisting of high and low families and citizens, largely taken up with electoral matters.   The rest of the country is represented by the Vox Populi, the 'voices of the people. Most of these are formed by human and Tiefling demographics, mainly Tiefling.   One of the Vox Populi is represented by their Maggiore, as their members are elected and given position by the Committee or the Council of Ten - one can only become part of the Signore if one marries into it and has a direct noble-bloodline. The Doge is elected once every five years from the members of the High Table; the members of the Council of Ten represent their respective cities and belong as part of the Signore. The Committee is usually made up of the land-owning elite, and they parcel their land to the Maggiore - receiving benefits from their businesses and from yearly taxes (during the war, not peace, only when issued by the Council of Ten and the Doge).   The separate arm and authority that is part of the Isla Bahatoor republic, are the old Dragonborn orders - most, in particular, the Ordo Venarion, the Order of the Platinum Dragon, ruled by the Grandmaster, a seasoned warrior and tactician and leader of the order - once it was led by a golden dragon, but has since been given posts to the Dragonborn. The Ordo Venarion operates as a legislative and military foundation of the island, as a peacekeeping corp of the Signore, scanning for signs of corruption, malpractice and lawbreakers; enacting justice where they see it necessary, and working for the protection of the Republic. Mainly consisting of honour-bound paladins and Dragonborn, seen as been their oath-bound duty to protect one of the richest financial economies of the world. Ensuring that money flows in the right hands, and to powerful governments. The Order is maintained by five masters, taking the seats upon the Metallic Pentarchs, overseeing justice, honour, commerce, war and liberty. With a rigidly trained hierarchy - each Master is served by 12 chosen Hands, and the Hands maintain control of three teams of 20 (making each master in charge of 12 Hands and 240 Ordo members - and 5 masters with 60 Hands and 1200 members most being priests, fighters or paladins.   They work alongside the High Table, usually, the Grandmaster works as part of the High Table through each generation, but can never become the Doge - and their purpose is to ensure that the Signore and Councils of Ten operate legally and keep the law, not corrupting it, or breaking the law for their own selfish means or gains. Though their control is often seen as superficial, and more ceremonious, and their purpose is to rally when the time comes for potential war. They do not represent the government per se, but the interests of the Common people at the High Table, if their safety or their rights are challenged as a whole.  

RELIGION

The largest worship in Isla Bahatoor, is Venarion, Avandra, Erathis, Pelor, Romeus & Sincainea. The Primordial Green is not worshipped on these isles, as it promotes a more commercial and civilised group of worship - and the Diabolical Ones, except Sincainea, are outlawed and illegal to worship - as is the worship of Quorlinn, the deity of poverty and crime. Those that are accepted but tend to be working in private, is the worship of Craevan the Repentant Bastard - as well as other races progenitor deities, but these are left to private worship and not in the public domain. Any found to be in worship of demonic or devil cults, or any of the Diabolical Ones, are to be executed for crimes against the churches and the Republic.   Each of the gods worshipped in Isla Bahatoor is under the guard of the Republic and the Signore - the Church of Venarion, otherwise known as the Ordo Venarion, rests upon the summit of an extinct volcano by Mount Magnalithe or the Great Rock, in the abandoned home of their old gold-dragon master.   The Church of Avandra is the largest following in the Republic of Isla Bahatoor, and one of the richest - but has fallen on hard times since the disappearance of their goddess; known to have great holdings in every port and in every city - known as the Bond Exchange. Known across the world.   The Church of Erathis simply rests within the civilised quarters of the republic - known as the Volition Court. The enactors of law and order, and promoters of civilisation. They work in tandem with the Church of Avandra.   The Church of Pelor, simply referred to as the Resolute Dawn, are a smaller following, but no much less important to the common people.   The Church of Romeus, known as the Followers of True Heart.   Those that are religious deplore savagery, dishonour, corruption and selfish desires - preaching more towards prosperity and mutual gains and cooperation, unity through trade and through egalitarian rights - led by the righteous, and those of the Tiefling descent. However, the coin is more powerful than faith or magic in the Republic, as it has been for a very long time.   Magic is allowed in the Republic, but there is no solidified structure or hierarchy in place - it is allowed for practice, much like any guild or business is allowed to present its wares or host mastery over a profession... but it is largely regarded and treated as a second-class structure, in place of sorcery and politics. They are allowed to progress, but not at all to flourish - as ordained by the Dragon-Knight Order, as they have seen the devastation and destruction wrought by unchecked and unlimited freedom of magic.
