Nuntius Arcanus, the arcane messenger, is the practical application of Sensus Linearum aptitude to long-distance communication: a trained practitioner drawing on the ley network to send and receive messages to another similarly trained practitioner, in real time or close to it, across distances a beacon relay would take hours to cross and a rider days. It is, as of 1200 A.P., the Empire's primary communication system, embedded routinely with Legion field command and within the innermost circles of provincial governors and the Emperor himself. It is also, though the Senate has been slow to frame it this way publicly, the Empire's single most consequential point of institutional dependency: infrastructure that lives inside a small, difficult-to-replace population of people rather than in stone and timber that persists whether or not anyone is present to maintain it.

Other civilisations, so far as Plinius has been able to determine, maintain their own individual sensitives and informal arcane practices without anything resembling a comparable institutional relay network, which leaves Rome's capability in this specific domain without a real peer on the continent.

The displacement was gradual rather than sudden, a beacon relay remained competitive well into Nuntius Arcanus's own middle development, and only in the last two centuries has arcane relay become routine and widespread enough that the old fire towers shifted decisively to backup status. Nothing currently threatens Nuntius Arcanus's own position as primary system in the way it displaced the beacon network, though its personnel-bound vulnerability, discussed under True significance, represents the clearest theoretical path by which some future system, or some future crisis, might eventually force a similar shift.
Legal and Regulatory Status
Arcane relay capability is a tightly controlled state resource; unauthorised or unlicensed long-distance arcane communication by anyone outside Collegium Arcanorum certification is treated as a serious offence, reflecting the technology's evident strategic value rather than any broader restriction on arcane practice generally.
