Ael'thalas is the uppermost district of Ael'canoras, occupying the crown of the great canopy trees where the haven's ceiling thins and the sky becomes visible. It is the governing and communal heart of the haven: the place where the elder council gathers, where the long deliberations that constitute elvish governance take place, and where Caladris Ael'ven has maintained her quarters for longer than Rome has existed in this world. Of the three districts of Ael'canoras, it is the one that looks outward — the only part of the haven where open sky and direct light are a regular feature of the inhabited space.

Demographics

Ael'thalas is home to Caladris Ael'ven and to those practitioners who are, in the elvish understanding of seniority, closest to her: the eldest members of the haven's practitioner community, those whose age and depth of relationship with the forest have earned residence at the highest point. The district is not populous. Its permanent inhabitants number in the hundreds rather than the thousands, and they are among the oldest elves alive. The council chamber draws additional attendees from Vel'anen below when the elder council convenes, but Ael'thalas is not a district of daily traffic. It is a district of sustained occupation by very old people who have reduced their requirements to what matters.

Government

Authority in Ael'thalas flows directly from Caladris Ael'ven as Prima Triumviratus. Below her, the elder practitioner council — perhaps twelve to twenty individuals of exceptional seniority — serves an advisory function, meeting in the council chamber adjacent to Caer'ithil when Caladris chooses to convene them. Governance in this district does not operate through bureaucratic mechanism. It operates through the accumulated authority of individuals who have been alive for centuries and whose relationship with the forest gives their decisions a weight that no formal procedure could replicate or substitute for.

Defences

Ael'thalas relies on Sylvanmere's forest-wide defensive capacity and on the additional layer of the forest's own attention at this elevation. The district has no walls, no gates, no garrison. Access is governed by the understood conventions of elvish seniority — those with standing approach; others do not — and by what elf sources describe as the forest's active awareness of who ascends toward the high canopy. The heights of Ael'thalas are themselves a physical deterrent for any non-elf who might somehow reach the haven's lower levels: the platforms and walkways sit at an elevation that makes a fall from the outer edges fatal.

Infrastructure

The primary walkway network of Ael'canoras originates in Ael'thalas, making the district the central node of the haven's movement infrastructure. The Ael'thiras-Vel — the oldest deliberately grown walkway in the haven, dated to approximately -1340 A.P. — connects Ael'thalas to Vel'anen below and is the primary descent route between the districts. Secondary connectors link the outer platforms of the high canopy. Water reaches Ael'thalas through the trees' own biological systems, extended to the inhabited levels in ways that Roman botanical scholarship cannot account for.

History

Ael'thalas has been the governing heart of Ael'canoras since the haven's earliest period, its position at the canopy's crown making it the natural location for the most senior practitioners from the first generations onward. Caladris Ael'ven has occupied Caer'ithil here for the majority of her seven hundred and eighty years. The district's character has changed over the three centuries of the Silence primarily in its atmosphere: the council chamber still meets, the elder practitioners still deliberate, but the questions under deliberation have not changed in two hundred years, and the deliberation has the quality of something that has been ongoing long enough that the participants are no longer certain resolution is possible. Points of interest

Caer'ithil (The Elder's Crown) is Caladris Ael'ven's quarters and the informal seat of Triumvirate authority in the haven, grown into the canopy's highest point. The Ael'thiras-Vel (The Walkway of First Asking) connects Ael'thalas to Vel'anen and is the oldest deliberately grown structure in the haven.

Climate

The high canopy experiences conditions distinct from the forest floor and the mid-canopy zones. Wind reaches the uppermost platforms in a way it does not reach lower districts, and the temperature varies more sharply between clear and overcast days given the exposure to the sky. Sources describe the climate of Ael'thalas as the most variable in the haven — cooler than the mid-canopy on clear nights, warmer on sunny days when the platforms receive direct light. The forest moderates the extremes, but the moderation is less complete here than lower down.

Natural Resources

Roman scholarship has not documented the resource base of Ael'thalas specifically. The district is sustained by the forest's provision to the haven as a whole, which includes what the canopy's upper zone yields in terms of food, water, and material. The quality of light at this elevation — more direct than anywhere else in the haven — may support forms of cultivation or practice that the lower districts cannot sustain, but no elf source has addressed this with me.
