Steelbands

Requiems crime rate isn't above the standard, but their courts get bogged down consistently. And an issue plaguing the guilds has been a surplus of contracts that go undone, either due to lack of payment or large risk. This has led to the creation of the Steelband system.    When someone is arrested and is looking at the payment of large fines or jail time, an adventuring guild can step in and offer a position as a Steelband. This would allow the criminal to be free of the jail system and instead sent to do unclaimed contracts that the guild needs to be finished. Completing contracts would have a portion of the rewards allotted towards paying off the criminals fines and would let the criminals live outside of prison.    In order to keep track of these criminal mercenaries, each one is fitted with a magical wristband made of steel. Guilds can keep track of where Steelband mercenaries are through these bands, and can detect if they're destroyed, tampered with, or the wearer dies. Those who do mess with the bands or take them off are then hunted down by bounty hunters and sent to prison.    Steelbands are given lodge while within the Hilt, courtesy of their guild, and after their time is served or their fines are paid off they can sometimes be given guild membership. While a Steelband, one is to not commit any crimes or be arrested - lest they either lose their position and be sent to prison, or have additional gold added to their fines. Sometimes contracts have Steelbands skirting the law or even doing something generally illegal. In this case, Steelbands (and all mercenaries) must prove that they were justified in their lawlessness. If they cannot, they may have their position revoked, as well as receive jail time or fines.    Steelbands are seen as a necessary evil. Many standard citizens don't like the idea of criminals being given positions of power and allowed to run around killing things, but if not for them then many citizens wouldn't have the monsters they needed dead be dead.
