The Crone's Council
Llyn (one of the Four Regions of Adhonaglamar) has many tribes. Some are nomadic, others sedentary. Each can have its own particularities and customs. But they all adhere to the teachings of the Crone of Winter, the Dweller who first dwelt in Llyn.
Like in all societies, conflicts can and will arise. When they happen within a tribe, the tribe itself will deal with them. Some have tribe elders who pass judgement on disputes, others leave it up to their chieftain. A few even have elected officials to deal with such situations.
But when tribes have disputes with other tribes, matters aren't always easy to resolve. In the early days of Llyn's history they'd often go to war over such inter-tribe disputes. After several particularly brutal altercations, all tribes realised they needed a higher form of arbitration. But each tribe didn't want any other tribe to hold that power. And so the Crone's Council was created.
The Council consists of 4 members. They are chosen from among the Kathai; hermits living a solitary life. Though they live independently of each other and the tribes, they've always been a part of Llyn's history.
Certain members of a tribe would grow up having little to no bond with their tribe. Often they were loners who looked after themselves as soon as they were old and skilled enough to go their own way. Most did so out of a desire to live a life in the style of that of the Crone's own solitary life. In their solitude they'd devote part of their time to study of the elder history and the mythology of Adhonaglamar.
They were not considered outcasts by the tribesmen. The tribes respect their choice and acknowledge their expertise in history and mythology. That is the reason why together they agreed the Crone's Council should consist of representatives chosen from among the Kathai. They no longer hold any bond with any tribe and are considered neutral arbiters.
The rank of Crone's Councilmember is given to a hermit of the Kathai by the other Councilmembers. This avoids the need for the tribes themselves to come to an agreement on which hermit will replace a deceased Councilmember. Only the first 4 Councilmembers were chosen by the tribes, in a rare moment of unanimity.
The rank is given for life; only when one Councilmember dies is another chosen to join the Council.
When two tribes have a dispute that they cannot resolve themselves, they will send members of their tribe to visit the Council members and ask for their aid. The Council members have an obligation to agree to this; they will convene on the first new moon after the summons have been sent.
In a neutral location they will hear the cases from both tribes and pass their judgement that same night. No appeal is possible, all tribes agree to respect the Council's verdict.
