The elves live in perpetual fear of kings. They trust no-one person to hold supreme power. In the Evonian Republic the state is headed by two elected elves. These consuls can veto each other's legislation, and each command half of the army. They can only stay in office for a year at a time. Serving consecutive terms is forbidden. Attempts to subvert this rule is punishable by death.
