The Council of Wistrow

The Council of Wistrow is the form of leadership for Wistrow, The City Beneath the Arc. With 5 members and one leader, Wistrow experiences a very democratic form of rule. There are clear biases, however, as many of the requirements to even apply for the position are discriminatory for people in the Flatfoot.
