Wistrow, The City Beneath the Arch

The city itself is divided into three parts; the Flatfoot, the Overcity, and the Peak. Each one increasing in altitude reaching closer to The Arch itself. The Flatfoot, full of common people, has its claim to fame by numerous casinos and gambling facilities. The Overcity is where much of the upper-class and mages dwell. These high end civilians enjoy magic and its luxuries at every convenience, leading to a lack of leadership for those in the Flatfoot. The peak is a special floating building in which court meetings or galas are held, and only the highest of nobility and guests have even gotten a glimpse of the interior.
