The International Rankings Association
The International Rankings Association (IRA) is a worldwide peacekeeping organization funded by nations globally for the express purpose of categorizing, studying, and applying legally-pertinent expression of metahuman traits and talents for the good of society.
Human rights have never been so easily won overnight, and for metahumans and those in the shadows who have lived questionable existences for their natures, the IRA was, decades ago, an organization that would hunt down and arrest any genetic deviants for crime of not turning themselves in. While nowadays, metahumans enjoy liberty at the cost of surveillance, things were different for the oldest and most careful of metahumans alive today.
What changed was branding perception; seeing their role in cornering metas and making them desperate, the hunters sought another approach for their ultimate goal of bagging-and-tagging. Enter the first wave of Rankers, whose goal was simple: gain autonomy by working for their captors, and give feedback on who they face as far as threat levels and risk assessment go. With the new advent of a smiling face to put to the act of apprehension, the hunters' ranks swelled and funding came from various nations until national alignment became a problem. Detaching from their birthplace in the States before becoming a corporate entity, UN legislation was signed and the IRA was born, recognizing the organization's necessity as reins on the unknown of the world, while simultaneously turning their efforts more humanitarian by pushing their focus on research and defanging rather than arrest and containment.
