Sea of Esses Investigators

A secret police force operating alongside the Royal Jolundrian Navy in Anvil.

The Sea of Esses Investigators are a law enforcing organization in Anvil that patrol the coasts up and down the Enchanted Isles to investigate cases of smuggling, slavery, piracy, and any other illegal or suspicious activities. Many of their duties are at sea, but an equal number of them remain on land and in the harbours inspecting the cargo of suspicious vessels.    

Operations

Funded by the Royal Navy of the The Jolundrian Empire, the investigators disguise themselves on regular trading vessels of varying sizes and blend in with the locals in order to gain their trust and cooperation.   By becoming insiders, each inspector is able to gain better information about shady goings on among the tropical isles and get wind of piracy operations within Anvil. Once they have their sources and have mapped out a plan of attack, they coordinate with the Royal Navy to blockade vessels ready for arrest and capture.    

Secrecy

The investigators aren’t a well known organization, and they’d prefer to be kept that way in order to do their job. As such, they have many secret pass phrases, codes, symbols and subtle uniforms to identify one another whilst on the job.   Sometimes it’s a blue button sewn on the second loop, other times it’s a torn elbow patch repaired with green thread. Even more obscure methods have been keeping the nails (or claws) of one hand kept shorter than the other, or using bootlaces that are tied in a particular pattern with different meanings.   The phrases and identifications are updated regularly as each one gets spotted and compromised. This makes it a challenge to keep up with, but conveniently makes it easier to spot trouble-makers pretending to be officials as they are the ones flaunting outdated techniques.

I love the different ways to identify them, and that it can be added security by being able to spot the imposters due to out-of-date codes, even if they are a pain to keep up with.
