Make article format "drag and drop" content like early desktop publishing software. Implement this in the "preview" level.  This would be format blocks that could be taken from a side  menu for full page, columns, text or image box placement ( left, center, right) with wrap-around.  Resize on this image/ text box with a corner scale size tool.  Allow section boxes that currently exist be repositioned within an article as "drag and drop" with "select section" and apply format rule. ( for example - perhaps we want the architecture of a building or some other aspect first after the opening section. Or move up or re-arrange aspects of a species or ethnicity. Or place a central box with some small something like name traditions).
The current set static format can make articles cumbersome. Learning CSS and other coding solutions is time consuming, frustrating and distracts from the actual intent of creating content.  These drag and drop features would make it much easier for nontechnical users to make articles more attractive and varied in layout without hours spent in unrelated coding work.  The power users could continue learning and building their coding skills to build more specific formats. The difference is in wanting to create a thing (using the programs) vs wanting to use the programs and to create a thing.

I write almost exclusively in the vignette top box and make my own headers by using the h1 h2 h3 buttons.   Nothing says you have to use the prompts in the templates.

Implementing this would be a giant allocation of resources imo, and I doubt anyone too lazy to google some css would pay for all that

While this could be helpful for some, it seems to me like it be MAJOR undertaking for the WA team
