What functionality is missing? What is unsatisfying with the current situation?

When the list of images in a gallery or uncategorized images is large it makes it very hard to manage them. It can help to search but when its a gallery you are not familiar with you won't know or not remember what the images are called that you are looking for.   So if you wish to update and re-organize these images a lof ot scrolling is required.  

How does this feature request address the current situation?

If the metadata form would scroll with the screen it would remove the need for all that scrolling...

This is not a bad suggestion but there are issues that make it a bit more complicated than it sounds.   It wil need a bit more support to be actioned

    Fully support this feature. But it should be done to both sidebars, not just the metadata one. Dragging to categories on the left can be truly convenient. Example of me having locally enabled "position:sticky;" on the left sidebar, and changed #wrapper overflow to "visible", while categorizing my map pins: https://i.imgur.com/G5K5C3J.png

    The current view gives you about four rows of images (depending on dimensions). That's 16 images that allow you to categorize without having to scroll up and down. That's not a lot of images. Scrolling up & down is a pain. And you have to do it for every image beyond those initial 16.
