What functionality is missing? What is unsatisfying with the current situation?

Currently, the reader can't tell when an article block link leads to a draft article. They need to click it to find out.   When an author adds links to stubs, knowing that they will be fleshed out soon, they risk frustrating the reader with lots of dead ends.  

How does this feature request address the current situation?

A marker on top of the block link would make this information available at a glance. This way the reader would know that tie-in articles are planned, but would not waste any time trying to open the links.  
 

What are other uses for this feature request?

This would also be useful for private articles, though I suppose that would get complicated with subscriber groups.  

Additional Remarks

There could be an option to turn these flags off, for authors who prefer redirecting their readers to a "call to action" page instead.   It would also be nice if the marker's text was configurable, at least for higher tiers. This would allow authors to adapt it to their world's look and feel.   If anyone is interested in a manual workaround, they can find instructions here: Draft Link Marker

Very low support but it will be taken under consideration,.   In regards to the A Mischievous Devil's comment - this is already possible using a variety of ways.
