Attitude of Magic in General

In general magic throughout most kingdoms is a precious and dangerous resource.
Since the magic wars individuals with magical capabilities are tightly controlled and regulated. Most states will actively search for those with magical abilities. Once found most are sent to government controlled\run schools to be molded into government-controlled resources. This does not always mean they are turned into weapons, or even forced to work for the government, but are always within arm's reach and watched.
Some magic users will graduate and become productive members of society, running magic shops, creating magical items to sell.
Individuals found to be practicing outside of government control or without government training may find themselves forced into schools, imprisoned or worse. Most magic users are aware of stories in which a rogue magic user, outlaw caster or one who refused to conform was, disappeared.
