The Nelkheti Bureaucracy
The Nelkheti Bureaucrats are the civillian administrators of the World-King's dominion. The entire nation of Nelkhetia has been shaped by the World-King himself to act as the perfect leaders for his Empire, and thus they rule the Imperial Nations and Regions in his name, in addition to serving as military officers and commanders. The Bureaucracy is made up of highly skilled officials, the most senior of which, the governors, are appointed directly by the World-King himself.
The highest level of Nelkheti Empire's Bureaucracy, below the Imperial level which is led directly by Zada's sovereign, are the Imperial Nations and Imperial Regions. The Imperial Nations are those areas of Zada which were inhabited at the time the World-King came to Zada, and are thus recognised to be the homes of distinct cultures. Imperial Regions are areas that were colonised during the World-King's magnanimous rule, and thus do not have the same prestige and privileges as the Nations. Nations and Regions alike are managed by governors from Nelkhetia, except for Nelkhetia itself, which is ruled directly by the World-King, and Rihal, which is ruled by the World-King's faithful vassal-kings.
