It is unclear who, if anyone, knows the true identity of the Raven. Some even may, in their heart of hearts, doubt there is one single Shadowy Raven at any given time.
Few of the Congregation actually know their fellow members anyway. Members are often recruited young, when they are still street urchins showing promise with their nimble fingers or conniving acts in the race for survival. Those often get adopted by their recruiters, who also become their father figures. Other than that, they may meet fellow Whisperers at secret meetings or when a special operations is to be carried out. On all these occasions, wearing an assumed identity under your shady hood is mandatory.
Many have tried to discern the identity of their masters, most silently, passively, through observation. Gait, posture, all the small details have been taken into account, and most have come to the conclusion that the traditional phrase spoken by a meeting's leader at the beginning is not a ruse, and that the leader of the meeting is not the First Whisperer.

With the words of the First Whisperer I come to you. His ears are with me, and His eyes see you. Let him see what needs to be seen, hear what needs to be heard, and say what needs to be done.

Most who tried have come to the conclusion that the leader of any meeting changes regularly, and has been briefed through whispers on what the topic is to be. Some wonder if the Raven may be among them as audience on these occasions, or whether she may not be present at all in case a meeting goes awry.
Others are suspecting magical means, as the many phrases and gestures to be used at any meeting could be part of a ritual of sorts. More superstitious types have already wondered if a shapeshifter may be the First of the Night.

Few common folk in the Council have even heard about the Shadowy Raven, and those who do mostly would not admit it. People on the wrong side of the law, on the other hand, either are followers or have been warned to stay on their turf, in no uncertain terms.
The Raven is the Council's crimelord, the First of the Night or First Whisperer. When she whispers, the night carries her words and her schemes are being carried out.
Regardless of all theories surrounding her and her identity, the Raven sees to it that crime doesn't overwhelm the city, and big heists usually are carried out in such secrecy that word never gets out. Especially by the embarassed victims and guards.
