Kurly

Kurly is a small but meaningful settlement that once served as slums but has since transformed into a safe haven for orphans and lost souls. It is the only settlement in Mimi where gambling is strictly illegal. This law was enacted by the community, reflecting their desire to provide stability for vulnerable residents, especially children.   Kurly is known for its steel houses built on stilts, rising above the marsh waters to avoid flooding. Rain plays a significant role in the city’s culture, with soothing rain drums creating natural music during storms.

Government

A Community of Care: Kurly is built on mutual care and support, with residents prioritizing the well-being of the orphans and vulnerable children. The community often holds storytelling sessions, where elders share tales of adventure and heroism.   Anti-Gambling Policy: Unlike the rest of Mimi, gambling is strictly prohibited in Kurly. This law was enacted by the community to protect residents from the vice and exploitation often associated with gambling, ensuring that Kurly remains a safe haven.

Infrastructure

Steel Houses on Stilts: Kurly’s homes are built on iron stilts, keeping them elevated above the marsh. These houses are designed to withstand heavy rains and occasional floods. Many homes have small gardens on their rooftops, where residents grow herbs and flowers despite the challenging environment.   The Shrine of Quisai: At the heart of Kurly, perched atop an iron building, stands a shrine to Quisai. It serves as a spiritual center for both children and adults, providing guidance and hope. Orphans often leave small offerings—such as feathers, toys, or handmade trinkets—at the shrine, believing Quisai watches over them.   The Orphanage: The orphanage in Kurly is both a home and a school, providing education, care, and opportunities for children. Many of these orphans eventually join airship crews or become adventurers, with the orphanage serving as a stepping stone toward a better future.   Rain Drums and Lullabies: When it rains in Kurly, large rain drums built into the structures create a natural lullaby as water strikes them. The soft, rhythmic sound is said to calm even the most restless children. During storms, the entire town seems to resonate with the sound of rain, creating a soothing atmosphere.
