Sanctioned Laws

A great and complex list of laws that all of the gods have agreed upon that allow them to run the workings of the universe without causing each other harm or damage to the world itself.
The overriding agreement is that the gods will not directly influence the events of the Prime Material Plane. They, their proxies and subordinates cannot manifest on the Prime Material plane without being summoned first. 
The Infernal War occurred because devils, following a plot hatched by one of their own, defied the Sanctioned Laws, sending Infernals in disguise to fool mortals into thinking they were summoning the Infernals.
