Arcane Upheaval

During the Impious March, when divine and primal magic were at their height, a secret was being spread throughout the lands. In secret dens and collectives, mortals were beginning to feel a connection to something called the Weave, where they were being given magical abilities comparable to both the divine and primal. Individuals began to control and manipulate this power on a level where they were even able to mimic the powers of their contemporaries, and they eventually this power the arcane.
These individuals and collectives were small and taken out easily, quickly, and quietly at first, but soon they began to grow in knowledge and power. The Impious March split the powers that be attention for some time, so the arcane users were able to grow and develop their skills during this time and after the conflict was over. Some powers began to try and outlaw and control those who opted to use arcane abilities, but they had grown too strong and too adamant to be held back by simple laws established by those who did not have or understand their power. They fought back against these individuals and the arcane users began to realize what they could do with their powers.
Arcane users began to grow even more powerful, and with it their hubris. They began to take towns and lands for their own and declaring themselves rulers. This began the worldwide conflict known as the Arcane Upheaval. During this time arcane users rose and fell, some due to soldiers, others to other arcane users. Soon this conflict did not only spread throughout Xeros, but other planes and the multiverse. Individuals came from these places and also battled, some did leave, only leaving behind their magical knowledge that give us some of the spells known today.
During this time the Arcane Executioners, or Axers, were established and were able to help push back arcane users. The land of Fizell also appeared during this time, but stayed out of the conflict and simply began a haven for knowledge and arcane users who wanted out of this conflict. There were many arcane users who went down in history for their powers, abiltiies, and accomplishments. At the height of this conflict, there were five known individuals who were known to be the most powerful and were given titles to represent them: The Arcane Master, The High Fae Queen, The Green Mountain, The Red Scurge, and The Cloaked Unknown. They were known as the Apex Arcanum and they ruled their own parts for longer than any other and their names were written down in history for their power and terror they could inflict.
After centuries of conflict, eventually the war died down and the arcane users were suppressed. Although this time around, arcane users were dealt with to a higher extent with the prison Solus Magus, or Solmag, where arcane users are sent to be 'reformed', but its location and those who are sent there are unknown. Although arcane magic was problematic, those in powers saw that it was not going away and could be useful if monitored and controlled correctly. They established a magical academy called Lotell Magical Academy, named after an adventurer and magic user Ardwin 'Ard' Lowtell, where arcane users could be taught and monitored.
Worldwide laws were put in place after this conflict where anything above 4th step, or fourth level spells, was illegal unless you were given permission by a higher governing power like academies or royalty. Arcane users were, and still are, seen as dangerous and finding one and having them arrested was a typical occurrence. punishments could range from simple imprisonment to serving out their out their time among armed forces like the military or navy to the highest and most dangerous being sent to Solmag.
The prejudice against arcane users is still prevalent today, 200 years later, and even if a few arcane users do roam these lands, they are monitored and looked at with disdain.
