Hashoga Island

Hashoga is single city on an island, and is the crown jewel of vice in the Yugawan Archipelago. Known for being a settlement entirely outside of the law of the Yugawan Monarchy, Hashoga is home to betting dens, brothels, and more sake than you can drink. This has led many criminal enterprises to set up shop on the island, giving the place a dark underbelly. However, this isn't like the "pirate bays" of Havan, overrun and entirely operated by the criminals. Rather, this is a place where criminals can operate without being punished. Though, as there is little for them to do on the island besides make money and arrange deals, it's more of a safe haven than anything else for them.
One of the things the island is most known for is its popi. While the sale and use of popi is illegal in nearly every country, the lack of law in Hashoga makes it the ideal place for a bustling trade of the substance. With the Roku Flower being native to Yugawa, nearly the entire popi trade for all of Wyrth goes through Hashoga with a substantial amount remaining for recreation use on its shores.
Beyond that, they are also known for their erotic Gekijō performances. Whether the recitation of erotic poetry in the form of a rakugo or an erotic - perhaps even pornographic - kabuki, the Gekijō of Hashoga are not bound by the decency laws or censorship of mainland Yugawa. This has allowed otherwise suppressed artists to express themselves in ways that they wouldn't otherwise. While most of what comes out of it is crass, largely made to scintillate and otherwise arouse (self-pleasure isn't discouraged at these shows) some of the pieces written have been genuine art that would have never had the chance to be seen without the freedom of Hashoga.

Government

Though very technically under the Monarchy, as it occupies land that is part of Yugawa, Hashoga answers to no government. It is a completely independant city with no government of its own, either. The only systems in place for keeping it running is the general desire for everyone to be able to keep doing what they're doing. Therefore, they operate on much the same kind of mutual understanding that keeps the Gumi from going to war. That is probably helped by the fact that the Gumi have a strong presence on the island.

Industry & Trade

Their enterprise can be summed up in a single word: illicit. Though not everything on the island is inherently illegal, every business has services that cater to those seeking it. Every inn has the option for prostitution; every massage parlor has "happy ending" options; and every gambling den has Gumi thugs for security. The island is a massive hive of illegal activity, and everyone there appreciates that in one form or another.
As for exports, their two big ones are Popi and sake.
