Oscar Pine

Oscar is an average Farmboy for about 1 year before being able to sign up for a Hunter Academy, despite his lack of education in a Combat Profession School, his experience as a Village Watch Defender against Grimm gives him enough combat experience to pass the qualifications. He was born in Kosaka Mistral, an extensive network of villages outside of Mistral that produces most of the Kingdom's food.   He worked as a farmer all his life up until the age of 16 when Professor Ozpin manifested inside. Unlike Ozpin's other vessels, Oscar possesses a deeply incompatible ideology and moral philosophy with Ozpin but is still in line with Ozma. This poses a unique situation where the transition phase is impossible without Oscar either surrendering control permanently or Ozpin forcing it.   This has never happened before, despite the incompatibility; Oscar gains many years of combat experience and Ozpin's unique powers and far as Oscar is concerned, it is an opportunity for Adventure and finally doing something more than valuable but mundane farm work. After arriving in mistral he gains Ozpin's gain where he learns how to fight like Ozpin and comes to understand his situation.   Rather than becoming more like Ozpin, Oscar remains very much his own person but still struggles with an identity Crisis and Existential crisis for extremely understandable reasons.  

Personality

  Oscar is an Earnest guy, he's not super complex not just because of his age but also because of his attitude towards life. Oscar acknowledges that nuance exists but doesn't like to get bogged down in technicalities and possibilities and addresses reality. Unlike many of Ozma's reincarnations, Oscar is highly attached to his former life and leans on his prior experiences rather than the experiences of the other soul inside.   This is related to his potent self-determination, dreams of bigger things and independence. He's very dedicated to any task he's pointed to but still possesses fear, prone to freaking out when it seems there is no way out. He isn't inherently heroic and chooses the heroic path because he sees a problem and is going to do everything to solve it. His more simplistic view of things has its flaws but it helps him navigate choices and situations otherwise impossible due to his youth and inexperience.   Another reason for their discordance is that Oscar is a common Good thinker, he doesn't see in the long term because he's always lived as a Farmer and has seen what the 'Greater Good' has done to common people. Leaving them undefended to protect the cities, losing friends and family to them. This significantly complicates the Fusion of two souls and is a core ingredient in what keeps Ozpin and Oscar separate.  

Equipment and Abilities

  Oscar prefers to dress light and keep his Cane by him, much like Ozpin before him and even gains an outfit that references his former life. This isn't a choice caused by impending fusion but a direct choice to take up where Ozpin left off and try a new way. He refuses to carry any other weapon than his cane just for this but gives it a slight upgrade, allowing the cane to discharge dust upon striking a foe, making the Jabs more deadly if he wishes them to be.  
The Cane also possesses a special power core that uses a special Dust Crystal from the First Age of Humanity, specifically Ozma's staff gem he used when not using a Large Sword. This means that the Cane is one of the rare remaining magical artifacts and has the ability to cripple Grimm when used against them. The metal is Truesilver, a rare material that is toxic to the Grimm meaning that no Grimm could ever hold the cane.   It is also only a weapon that the recarnations of Ozma can use, as in anyone else's hands it's simply just a cane.

Semblance

Resolution
Like all Reincarnations of Ozma, Oscar has his powers but unique to him he actually possesses the most power out of all of them. This Semi Passive Semblance is named Resolution and gives him the ability to use magic despite low to non-existent aura, highly advanced senses and finally, the most powerful shielding and healing abilities are last seen many reincarnations ago. This Semblance also references Oscar's Stubborn refusal to fade away but also refusal to back down from the mission given to him.   However the Semblance has drawbacks, Ozpin believes his Semblance to be one of the leading causes for the complication in the Fusion process as it has the side effect of turning Oscar into an incredibly strong-willed person and highly independent. As a result, the side effect of this semblance is painful flashes of the past sometimes helpful flashes of the future. It gives him painful headaches and can incapacitate him if the attack is bad enough.    All Oscar has to do to avoid these attacks is to surrender to the Fusion process which he will never do, thus making it a permanent drawback to his substantial power.  
Another feature of his semblance is a huge boost in endurance when he needs it, unlike other endurance focused Semblances. He can't simply activate this part of his power when he wants but rather only comes in play when he is in a critical condition. Specificially this kicks in when assaulted by other magic, most of all Salem's magic. It almost has a canceling out affect that gives him much needed room to contest the superior fighter.

Oscar adopts a more Ozpin-themed colour scheme after Volume 5, By this point, Oscar has inherited ozpin's dogged determination and his wisdom but the two still clash over Common Good Vs Greater Good. Oscar by this point comes to see Ozpin as a failure after learning what happened with Salem and blames Ozpin for betraying the values of his prior lives because of Fear and Grief. Oscar promises never to let Ozpin into a position of power again and becomes determined to continue Ozpin's work, his way not ozpin's way.
Out of all of Ozma's lives, Oscar is the most in touch with the values and perspectives of Ozma himself. This would not ordinarily be a problem but for Oscar, this is a huge issue as he is now out of line with almost all of Ozma's reincarnations. Making him the single most incompatible reincarnation in noted history. The only incarnation similar to this is the Last King of Vale, Arthur Lionheart.  
Unlike the many who became before him, Oscar never looks away from what's ahead of him. He gains the mission to win the war so there won't have to be any more reincarnations. He's not just determined to defeat Salem but defeat what causes Salem, Fear, Grief and lack of acceptance. He doesn't shy away from the failures of  past lives but stares directly at them to define what is best to do and do it no matter what happens.   Salem often jests that he reminds her of a Young Ozma and threatens that just like Ozma, he'll be disappointed but Oscar doesn't care about Disappointment, he only cares about getting the job done, no matter what.  
Part of what drives Oscar, is that his unique situation means he not just slowly remembers his past lives but actually relives the agony of each them. While the fusion Process is more or less seamless for most. For Oscar its an extremely painful process that is likely to never progress, as a result he is tormented by a thousand deaths,  years of loss and endless nightmares. Yet instead of breaking him, it only shows him the importance of his mission and why he has to win.   Not just for the world he walks now but the world of tomorrow, desiring to be the last reincarnation of Ozma and the most successful.

Congrats, dude.   You did what Celtic Phoenix couldn't, or rather, won't do. Expand on Oscar's character instead of replacing him with Roman. I find it hypocritical that he gave Shay D. Mann of all people, a character, yet he can't work with Oscar.
