Joaqin DeBoer

Joaqin DeBoer was a wizard on the Board of Directors for MN UFC. They are building a large circle of power around the stadium construction that will draw power from the area and charge it into the stadium, allowing the location to be used as a conduit for a great ritual. This is waking up ancient water spirits that have been slumbering in the city's sewers and cisterns.
In a bid for power and to force a place on the board for himself, Viper cursed the MN UFC team to have a losing season in 2019. Viper allowed the team's fortunes to turn around a bit after Henry Heath signed a soul binding contract with Viper. Joaqin discovered the plan and vowed to Viper that he would stop the demon's machinations. Viper had Sam Blackwell assassinate the wizard before Joaqin could make a move.
Since then, Viper has successfully negotiated a position on the Board. He is drawing the other wizards of Joaqin's circle into Viper's own schemes.
