Knowledge is power
When the sword of creation was broken apart into three pieces, two of them immediately made a name for themselves. The Golden rose capable of mindboggling magic, and the blade that ate at its wilder's life in exchange for ultimate power. However, the bow without a string was decidedly less impactful. The ego hiding within was even less willing to lend it's power, asking only to bestowed away.
The gaze of the deities of the world fixed on the greater threat, the bow as able to use what little power it had to great effect. The ability to feed or siphon information to/from anyone that has had contact with it enabled it to be passed around and eventually make a network of information that allowed it to pull strings from the background. A job here that pays well? might cause the deities plans to go awry if it was advertised to someone that would instead help the person they were paid to kill.
The work of knowledge is power had not earned it a great place in history. mostly because in all it's wisdom it is in fact a coward. not willing to risk being destroyed to accomplish its goal.
