Free Trade Deal

Although originally designed by Elves for Elves. this has become a common national law for all but the human empire. The human empire's insistence on their internal affairs being unobserved by outside nations has cast doubt on the viability of this document. However, seeing beneficial results on a small scale the international community enforces it to it's best ability.
A Document stating that no tariff or taxes will be imposed on goods from an Elf by any other Elf nation above 3% of final sale, 1% on non-prepared food. This does not include taxes on internally produced or traded. Nor shall commerce between nations be prohibited or discouraged.
Amendment 1: This also outlaws the lease of public or shared land for production without wage exceeding 80% of the operating cost of the land.
Amendment 2: This places limits on Government control of private corporation wages, and allows for the tax of corporation employees based on specific wage brackets.

Purpose

The idea was to make a fair playing field for elf nations to trade. This often makes local taxes lower in an effort to compete for local trade. The amendment was to fix a workaround where public land was being leased to workers and the harvest was being confiscated to pay operating cost giving workers a net 0 and encouraging bad trade.
