Quantum Communication Isn't Free
Quantum entangled communicators allow instantaneous communication over vast distances, but have several import constraints:
1. They must be manufactured as entangled pairs. Any given communicator, or communicator module, can only communicate with the specific other communicator that it was entangled with at creation.
2. Transmitting and receiving data consumes entangled particles. Any given pair of communicators will eventually burn out, exhausted of its supply of entangled particles.
