Magisters of Waterdeep

The Magisters of Waterdeep serve as the city’s judicial branch, interpreting and enforcing the law through a network of officially appointed judges. Known for their stern impartiality and formal procedures, the Magisters operate independently from the City Watch, the Lords of Waterdeep, and all other factions, though they often coordinate with them during trials and investigations.   Each ward has one or more assigned Magisters who oversee civil and criminal cases ranging from petty theft and property disputes to murder, treason, and arcane misconduct. Trials in Waterdeep are efficient and non-theatrical, often decided through written testimony, clerical documentation, or divinely verified truth.  

Purpose and Function

  The Magisters are responsible for adjudicating all legal matters in Waterdeep. They deliver rulings on criminal charges, arbitrate disputes, issue fines, and determine sentencing. They also have the authority to approve or deny official actions brought forward by other city agencies, such as search warrants requested by the Watch or cease-and-desist orders issued by the Bureau of Municipal Affairs.   Magisters are empowered to use magical means to discern truth, such as sanctioned zone of truth spells or divine consultation. In high-profile or politically sensitive cases, multiple Magisters may preside, though all are expected to remain above political influence.  

Structure and Ranks

  High Magister – The chief legal authority of Waterdeep’s judiciary. The High Magister oversees policy and procedure across the court system, assigns Magisters to complex or sensitive cases, and advises the Open Lord on legal reform.
Senior Magister – Highly experienced judges trusted to preside over trials involving nobles, foreign dignitaries, or major factions. They also review appeals or cases with legal precedent implications.
Ward Magister – The backbone of Waterdeep’s judiciary. Assigned to specific wards, these Magisters handle day-to-day criminal and civil cases and work closely with the Watch and other civic offices.
Judicial Clerk – Administrative aides responsible for managing case files, transcripts, legal forms, and court schedules. Clerks are often legal scholars or aspirants seeking eventual appointment.
