Despite the presence of civilizations within Tabal'ard, the plane lacks a unified governing body, as the inherent discord between the elements ensures no lasting alliance can be formed. Within the storm lies the Cloud Ring, a series of concentric clouds that serve as festive grounds for the denizens of Skyspire Haven.
