Council Master

Role and Responsibilities
The Council Master is the supreme leader of Formir, elected based on merit and skill. The Council Master oversees all major decisions, including governance, military strategy, and diplomacy. They also represent Formir in the Imperial Council of the Vontian Empire.  
Selection
The Council Master is elected from among the members of the governing council, chosen for their leadership abilities, experience, and contributions to the kingdom. The term of the Council Master can vary, typically determined by the council's regulations.  

Governing Council

Role and Responsibilities
The Governing Council is composed of the most skilled and accomplished individuals in Formir. These members are responsible for various aspects of governance, including economic management, law enforcement, and regional administration. The council collectively makes important decisions and advises the Council Master.  
Selection
Council members are selected based on their achievements and contributions to Formir. This meritocratic selection ensures that the most capable individuals hold positions of power. The council includes representatives from major families, military leaders, and prominent scholars or craftsmen.

Territorial Management
Each territory holder oversees a specific region within Formir, responsible for local administration, tax collection, and maintaining order. While the governing council sets broad policies, territory holders ensure these are implemented at the local level.  
Family Holdings
Territories are typically passed down within families, ensuring a stable power base. This system allows for continuity and stability, as the territorial management does not change with each election of the Council Master. Families may have one representatives on the Governing Council, further integrating them into the kingdom's meritocratic system.

History

Formir's history is marked by struggle, survival, and the unification of diverse peoples in one of the harshest environments imaginable. The founding of Formir begins with the flight of the Dwarves and the Giants-Kin from the oppressive rule of true giants in the far northern archipelago known as the Isles.
  When the world was unstable, and chaos reigned, the Dwarves and Giants-Kin found protection under the giants' rule, albeit as servants. The Giants-Kin held higher status, akin to lords over the commoner Dwarves. But as the world regained stability, the need for protection diminished, and the burdens of servitude grew unbearable. Thus, a coalition of Dwarves and Giants-Kin devised a plan to escape their oppressors and explore new lands beyond the Isles.
  Edas Lurkneard, a visionary Dwarf, was the first to stand atop the mountains of the new land and claim it as home. The Dwarves followed him, while the Giants-Kin scattered through the snow and tundra. Initially, there was peace between the Dwarves and Giants-Kin, who were willing to share the harsh, frozen lands. However, as the population grew and other races emerged—humans from the south, Tieflings seeking refuge, and Genasi escaping from the west—the fragile peace began to fray.
  The Giants-Kin, wanting the north exclusively for themselves and the Dwarves, grew resentful of the newcomers. They abandoned the mountains where the Dwarves resided and ventured further east, near the border of the eastern kingdom. Here, they met Zaana, a reclusive mage who had her own vendetta against the east for exiling her. Zaana, a Tiefling in disguise, promised to enchant their weapons if they helped her seek revenge. Forming the group known as the "Harbingers of the Isle," the Giants-Kin declared war on the Dwarves, blaming them for betraying their alliance by harboring other races.
  The war, however, was short-lived. The Harbingers, despite their strength, were no match for Zaana’s cunning betrayal. She had no intention of aiding their cause and, instead, sabotaged their efforts. The enchanted weapons were useless, and with Zaana's help, the Dwarves orchestrated ambushes and traps that decimated the Giants-Kin forces within the first month. The remaining Giants-Kin, realizing the betrayal, scattered and sought peace.
  The Dwarves expanded their settlements in the mountains, but the question of who would settle the tundra and forests to the east remained. The surviving Giants-Kin, now yearning for peace, joined with humans, Tieflings, a few Dwarves, and Genasi to establish new communities. Over the next few decades, these settlements grew, but the challenges of the harsh environment persisted.
  During a particularly brutal winter, the town of Oric faced starvation due to dire wolves preventing access to food and water. A reclusive group of Giants-Kin stepped forward, slaughtering the wolves and saving the town. This act of heroism was not isolated; throughout the tundra and forests, Giants-Kin began to protect the settlements. Perris Phara, a Firbolg, emerged as a leader among these scattered groups. He proposed the formation of a council to unify and protect the lands.
  Initially, the reclusive Dwarves opposed the idea, but the other races, grateful for the protection provided by the Giants-Kin, supported Perris. Edas Lurkneard, recognizing the wisdom in unity, abdicated the Dwarven throne to join the council. However, a single leader was needed to prevent endless debates and ensure decisive action. The solution came from Arsorra, a formidable Drow who had proven her strength by slaying numerous monstrous threats. Her leadership set a precedent that the council master should be the strongest among them, capable of protecting and leading the people through the harsh winters and relentless dangers.
  Arsorra’s reign lasted only two years before she resigned, but her example established a tradition. Leadership in Formir would be earned through might, ensuring that the council master was always the strongest, most capable individual. This principle unified the diverse population, instilling a sense of resilience and strength.
  Formir's lands, once bloodied by internal conflict, now stood as a formidable presence in the north. The people of Formir were as brutal as the winter winds that could freeze even the mightiest of dragons and as resilient as the icy mountains that defined their home. They knew starvation, thirst, famine, and plague but had endured and survived. Their loyalty and unity became their greatest strengths, making them a powerful force within the Vontian Empire.
  The history of Formir is a testament to the power of unity, strength, and resilience. From the initial escape from oppression to the formation of a unified and powerful kingdom, the people of Formir have continually proven their ability to adapt, survive, and thrive in the face of adversity. Their journey from disparate groups seeking freedom to a unified nation capable of withstanding any threat is a story of courage, determination, and unbreakable spirit.

Demography and Population

The four most prominent races, making up about eighty percent of the northern populations comes to be Humans, Dwarves, Goliaths, and Tiefling. The rest of the demographic is chopped and scattered across the snow and cold taigas.


Other than the main four races one can find sparce populations of Owlins, Elves, Gnomes, Eladrin, and most illusively Genasi. There are a countable amount of Genasi in the entire empire, and they are coveted as research subjects for magicians. Due to this they often reside in the north, away from the eastern border, and far from the eastern kingdom.

Territories

The lands held by the northern kingdom have done little fluctuation. While relations were always tense, no one wanted a war so their border remained the same. Touching the rivers and mountains within the northern region.

Military

Formir boasts the most powerful and largest military force in the empire, driven by a culture of voluntary service and exceptional resilience. Unlike the other kingdoms, Formir’s military is entirely volunteer-based, with nearly half of the adult population actively serving.

Comprising young adults to middle-aged individuals, Formir’s volunteer army is well-trained and fiercely loyal. These soldiers are motivated by patriotism and a deep-seated commitment to protecting their homeland.  
Warrior Guilds
Various warrior guilds exist within Formir, each specializing in different combat techniques and strategies. These guilds provide additional training and support to the volunteer army.  
Special Units
Formir has several elite units known for their exceptional skills and bravery. These units undertake the most challenging missions, including reconnaissance, sabotage, and elite combat operations.

Technological Level

There is no public knowledge about northern advancements in Formir, often perceived as brutish and barbaric. However, scholars and magicians from all over point out that the north has access to ancient ruins and artifacts, leaving their true capabilities shrouded in mystery.

Religion

The followers of Sylthros, Guardian of the Frost and Hrimvör, God of Survival are most prominent. Either may be followed by the majority of the council and by the council master, there isn't a bias against other religions, but by simply following in their shoes you will find much more support.

Foreign Relations

Within Vontian borders, the North as a patchy relationship with the other three kingdoms. Their closest allies, the South, lost in the last cataclysm, they keep everyone at arms reach. However it is theorized they have a secret relationship with a nation to the west. Though without proof no one knows which one or why.

Trade & Transport

Aurochs
These large, sturdy bovine creatures are used extensively for transport in Formir. Aurochs are well-suited to the kingdom’s cold climate and rough terrain, making them invaluable for moving goods and people.  
Cave Networks
There are extensive cave networks rumored to span the entirety of Formir. These underground passages are used for travel and transport, providing shelter from the harsh weather and dangerous wildlife above ground.  
Auroch Sleds
In the snow-covered regions, Auroch-drawn sleds are a common mode of transport. These sleds are essential for moving goods and people during the long winters.  
Foot Travel
Due to the challenging terrain, much of Formir’s population relies on foot travel for shorter distances. The kingdom’s inhabitants are hardy and accustomed to traversing difficult landscapes.

Education

Education in Formir is universally accessible and free for all citizens. The harsh environment of the north has shaped the educational system to focus on survival skills and combat training, ensuring that every individual is prepared for the challenges they might face.  

Local Schools

  From a young age, typically around three, children begin attending local schools. These schools are managed by various community members, including old warriors, veterans, prominent knights, or elders. The availability of such figures greatly influences the curriculum.  
Warrior-Led Schools
In schools managed by warriors or knights, the curriculum heavily focuses on combat training and martial skills. Children learn to handle weapons, engage in combat tactics, and develop physical endurance.
Elder-Led Schools
When schools are led by elders or community leaders who are not warriors, the focus shifts to practical survival skills. This includes knowledge of hunting, identifying edible and medicinal plants, and understanding the local wildlife.

Onyx: Formir imports almost all produced Onyx across the empire, no other kingdom can find it's worth aside from jewelry so they happily give it away at market price.

Every recognized settlement is managed by at least two wardens, who organize locals into guard duties to act as local guards.
