Overcity

Seat of the ruling Council of Vesperfall, and unlike anything else upon its surface. From its heights, decrees are issued in the name of the divine. The Angels themselves seldom involve themselves in the small details of Overcity and rarely descend beyond its bounds. Once host to many celestial presences, only Ilyria now remains in true residence. Its position above the continent is not incidental. It was always meant to oversee. What it truly is, and what it was built to do, seemingly lost to the eons.
