Lower Vol - District City
Lower Vol is a district of The City of Vol which is situated directly below the floating islands of Upper Vol. Vol is situated in the North West in the Verdant Veldts on the continent of Vaeduin. It is stationary; however, if Upper Vol decides to move, sections are ready to be mobilized at a moment's notice. Vol has transplanted itself a couple of times throughout the past few centuries. The Upper always assists with the transportation of equipment and is always apt to help the people with new dwellings. Once the city is re-established after movement it's always arranged in the same pattern, this isn't for familiarity as much as it also serves a different function for the safety of Lower Vol in case of catastrophic emergency from Upper Vol. Lower Vol's districts each have a pattern that acts as a mass teleportation circle for each of the floating islands above...4 in total. Throughout lower Vol, there are teleportation circles to the floating islands above.
The last move occurred 75 years ago, however, the land as started is becoming infertile here as well; it has seemed to almost follow the city wherever it's moved to. These moves don't come without consequences. Oftentimes smaller, lesser developed societies are displaced where Vol desires establishment. Vol Has made some enemies with Smaller Nomadic tribes, their traditions were disrupted, and their land was annexed. Lower Vol feels the brunt of this since Upper Vol rarely is able to be attacked. Often affected tribes will pillage the farming lands of Lower Vol.
The inhabitants of Lower Vol all still have the ability to use a basic utility cantrip, but are generally not as practiced in Arcane ways. Often the people of Lower Vol are Farmers, Vendors, and Artisans. There are also churches, those who would run them, as well as district, and legal officials. It is a vibrant community. There is a definite class distinction, more felt by those in Lower Vol, while those in Upper Vol may choose to ignore there is such a thing. There are "privileges" of being part of the citizenry such as gnomish workers will be provided for assistance if you are in need. Most are provided to farmers who require skilled magical laborers.
Lower Vol is not just a working community to serve Upper Vol. Established within Lower Vol are still districts that provide beauty, peace, and solace with large moveable parks and monuments. There are also entertainment facilities, educational institutions, guilds, and a vibrant commerce community to serve everyone's needs.
There are 4 districts of Lower Vol are S'Schtal Parish, Zehir Parish, Kessel Parish, and Valen Parish. Each is further divided into Wards depending on its function.
S'Schtal Parish is primarily a residential and light commercial, the largest of the district, which is directly below The Citadel. It is named after one of its 4 most highly regarded citizens who lived centuries ago when Vol expanded its reach out onto The Continent of Meoras. She was of Yuan-ti ancestry, a bladed companion to the other 4.
Kessel Parish is named after Mayvek Kessel and is the industry and food storage district of Vol, which sits below The Erudition District. Meyvek was human, and a practitioner of the school of conjuration. This is the district where you'll find farmers bringing their food and crops to store for the city's use. It is sold at a fair market price and to established grocers whose markets reside in both upper and Lower Vol. This is also the district where one of Lower Vol's Black Markets operates. This is home to the more well-respected ones, at least this is the general opinion of the citizenry.
Valen Parish is a fairly diverse district that caters to Education, Religion, Health, and wellness facilities, such as hospitals. There is also art, as well as some residential wards. This Parish is directly below The Rubicon District. Aeris Valen was the daughter of a farmer. She led an art movement that primarily was sculptural in its form. It mixed together mediums of different schools of magic, but they all involved deities in their depictions. They were a blend of form and function. She also created some powerful magic items. She travels with the others as an artificer to help with healing, as well as supporting their goals.
The final district is Zehir Parish which is directly Below Natannia Plaza. This district is very much like the one above and caters to Entertainment, commerce, and other Guilds. This is also where the other Black Market operates. This would be where you'd go if you wanted something more illegal than the other one. Zehir Ashlaneh is the only Tabaxi in Vol to have had any form of statue or name attached to it. Zehir was the life of the group of adventurers. He kept accounts of their deeds by memorializing them in song. His proficiency in the arcane was impressive considering he was also a migrant who worked diligently for a life of success in Vol.
