Dilly

Dilly just wants the best for the kids. She saw orphans in a need of a mother and did what she could with the few resources she had down at the Side. It isn't much but it's something. 
The bathhouse she runs just so she could afford to have all those kids. It's shabby and rundown but it's a bit popular because of the pretty, down-to-earth girls and a warm welcome by the madam. They also happen to have one of the best saunas in city!
