Viktor
Viktor came to Chicagoland to wage war. To terrorize like the old days before the czars. Now he's supposed to act like a gentleman, as there's a peace accord and all that. He doesn't, but sometimes he tries. Most of the time he just annoys Bjarne by being his usual rude or crude self.
