The Poor Man's Congress by Tavu Menai, Amot, 14th, 2986
The Poor Man's Congress is a group that balances out the power of the king. It is composed of 270 representatives of each province from within the kingdom. Each province has around 15 - 30 representatives. These representatives are those who have around 50,000 - 100,000 Rivers. They all decide on things through the winner take all voting system, with decisions being based on the highest votes for a decision. The Poor Man's Congress is given the taxes by the tax collectors. They give a portion of the taxes --around 3%-- to the king. They then use those taxes to help with keeping the kingdom afloat.
Structure
Everyone is equal, but one person is elected to represent the whole congress to the king. They are called senator.
