Caitha'an

Caitha'an is the current capital of the Nuneian Theocracy and the most populous of its remaining cities.   First established 6000 years before the Sundering, Caractus of House Elneir founded the city at the theocracy's then most northerly border, the river Calon. Under the leafy boughs of a Vi-Ligni, the surrounding farms were incredibly fertile and the city quickly became the breadbasket of the entire theocracy and so grew in size and importance.   Around 3000 years before the Sundering, Lachlann Elneir, scion of the founding family of Caitha'an and ruler of the city, ordered the construction of Seilar-Eoiss, a giant library, to hold his growing collection of tomes and scrolls. Through the continued patronage of house Elneir, Seilar-Eoiss became a centre of learning and culture, storing thousands of works from Elf, Man, Dwarf and all manner of races.   By the time of the Sundering, Caitha'an had grown into a bustling metropolis larger than the old capital at Cythreillig by a factor of five. By holding this important city, House Elneir had become one of the most prominent noble families amongst the Elves and boasted 3 Ban-Ariamhs amongst their line including the current ruler of the Theocracy.   This prosperity was not to last however, as one of Caitha'ans noble sons, Kirthall Elneir brought death and ruin to the Theocracy due to his role in the Sundering. Several Elven cities were destroyed during these times including Cythrilleig, with the destruction of the old capital Caitha'an was the logical choice for the new. Much like the Elves, Caitha'an was much diminished after the Sundering, with just a fraction of its former population.   600 years after the Sundering however, the Ban-Ariamh sent out a call for adventure companies to help her reclaim magical artefacts and restore the Elven race. In what is now known as the Elven Restoration, one company, operating under various and confusing names, managed to successfully recover the relics and defeat Kirthall Elneir. With the relics reunited there are signs of regrowth and hope that Caitha'an may soon recover its lost glory..

Demographics

Unlike the other elven cities, Caitha'an boasts sizeable communities of the other races, most notably the dwarves who are their main trading partners. Humans are slightly more uncommon and fall into two distinct categories, those who fled and are still fleeing the wars in the The Shattered Realm  and those who are merchants from the Hanseat League  There are smaller numbers of other races including Halflings and Gnomes, several Veldaken have joined the scholars around the Seillar-Eioss. The Aarocrokra have established a small messenger guild tower in the city but their numbers are rarely higher than 20 or so.

Government

As Ruler of the entire Nuneian Theocracy, the Ban-Ariamh delegates the rule of Caitha'an to the Seneschal of the court, currently Drytard of House Camero. Although Rhytanwyr makes most of the strategic decisions for the city and the Theocracy, Drytard runs the day to day administration of the city.   In general, Elves are less inclined to crime than the shorter lived races, as such Caitha'an doesn't have a full time police force, instead relying on the District Militia's and on rare occasions of major incidents, Rhytanwyr's Royal Guard will join the fray led by their Captain, Nordicca of House Elnasto.

Districts

The Palace District   surrounded by the Caith river on two sides and with the Market Quarter to the south and east, the Palace district is surprisingly bare of buildings with the exception of the palace itself. The palace is a 1000ft tower built around one of the Vi-Ligni trees that are scattered across the world. From the palace roof, the Ban-Ariamh presides over her court, able to look out across the city.   Nourished by the magical energy of the Vi-Ligni, the elves surrounded the palace with multitudes of plants, flowers and trees, some exotic and some less so. The close proximity of the Vi-Ligni means the gardens flourish year round and survived the sundering and slow decline the elves experienced afterwards. With recent events reversing the fortunes of the elves, there is hope the beauty of the palace gardens will once again spread across the Theocracy.   Scholar's Rise   Situated in the north west of the city, Scholar's rise is the local nickname for the area surrounding Seillar-Eoiss, The grand library/academy of the city. Built by Lachlann of house Elneir, Seillar-Eoiss was originally built in open land across the Calon river, however as time went on buildings began to pop up around the tower as scholars and tutors and all manner of supporting people built homes and warehouses closer to the tower. Today, Scholar's rise is mostly home to the same demographic of intellectuals and support workers.    The Ambassadorial District   Even before it became the capital of the Theocracy, Caitha'an was home to a number of embassies from various nations and states. Situated in the north east of the city, the Ambassadorial district is second only to the Market Quarter for the variety of architectural styles as each ambassador has their embassy built in the style of their homes. In addition to this there are dozens of small manors built by the Elves for important guests and non permanent ambassadors from various realms.   It was in these manors that the adventure companies stayed during the Elven Restoration and the Ban-Ariamh granted several of the manors to certain companies in perpetuity as a gift for services rendered.   The Adventure companies with Permanent Manors in Caitha'an are;   The Prime Hogs - Led by Varken the wereboar Tarhuns Breath - Run by Accles the White dragonborn The gutbuster Brigade - ran by Stigandr of House Battleborn of clan Stormrider   The Market Quarter   Found in the heart of city, The market quarter is nestled between the ambassadorial district to the north and the royal palace grounds to the east. It stretches out over several miles with numerous styles of architecture representing all the races who have made their homes in the capital. Amongst the stalls and stores are the following places and people of interest;   -Rhys Catevellani is the owner of the Huntsmen apparel, a store selling light armour and a few of the elves prized bows. -Nerves of steel is ran by the smith Telwyn the bastard, A half elf who uses his heritage to craft fine arms and armour.   -Declan Webber, a human merchant sells jewellery and fine gems. -Derrod Rumblebelly acts as the factor of the Rumblebelly family in Caitha'an. They primarily trade in livestock, most notably several different breeds of mounts.   -The Goldthrone Trading Consortium has an Emporium in the district selling adventure supplies as well as basic arms and armour. Halfdan of house Ironbrow of clan Goldthrone is the Emporium manager and senior representative of the Goldthrone clan in Caitha'an.   For the less mundane items you can find; -The Phoenix Feather, an alcehmy store run by Cwenthrith Atrebate the Eladrin -Timbers Arcane Trading house is an emporium of all things magical ran by Orryn Timbers, a gnome enchanter.
