The Shadow Pact
Kevin Draco's first and historic action when coming into power as the CEO of Draco Industries was carried out in secret. After meeting with the notorious Team 8 and reviewing the internal documents of The Shadow Investigation Unit, Kevin came to the understanding that sweeping policy changes would be required to protect all the people living in Seattle. The first step was to extend the olive branch to the Shadow Kind in an effort to establish peace so that those changes could be made.
Micheal White was given a document that detailed the steps that Kevin Draco promised to take in order to better protect the Shadow Kind. He included two demands. The first was that the Shadow Kind create a formal alliance which would be equally represented with one of each faction on the governing body. The second was that the Shadow Kind would be held to all the laws of Seattle, including those that allowed for citizenship. In this way, he hoped that he could better understand their needs and hardships while both protecting and regulating all people on both sides.
He made many promises which included:
- Every living creature within Shadow Containment would be released into the custody of the Shadow Kind Alliance
- A collaborative effort would be made to better research and explore the Shadow Rift phenomenon in a manner that is transparent to the Shadow Kind Alliance
- The Shadow Investigations Unit would be regulated under the same governing laws that the Draco Military is held to when policing the civilian population
- Land would be allocated to the Shadow Kind Alliance to create a sanctuary for those Shadow Kind that cannot readily intergrate into Mundane life
