Tribune of Scales

The Tribune of Scales was a leader of the most violent forces of the Pulvis Moot during the slave uprising of 554-558.
It is unknown here it came from, or even what kind of dragon it was.
It was reported killed in battle by Master Zulias Osmanali-Perditi after leading an invasion force into the city of Ur during the trial of Master Faison Niles-Fortuni.
