Criminal Justice

The Dogma typically handle street patrols and arrests. Although technically any full member of the Orders has the power to make an arrest it would be unusual for them to exercise it.  

Bridge Wardens

After an arrest and period of holding the accused is walked to court under guard. Before the courthouse they will be met by the Bridge Wardens - a panel of five Dogma Jurors (a rank above Emmer but below Master) who decide if the case should be taken to court. The wardens will have reviewed the case (or at least rubber stamped the paper work)   The jurors do have a reputation to uphold, more so if the accused is of high standing, so some cases are rejected at this stage but the Dogma trusts its own officers, so not many. If the case is supported it is assumed the defendant is guilty.   The name comes from the approach to the Great Court which has three bridges where the Bridge Wardens meet. Most smaller court houses handle the review process in an antechamber by the main courtroom.  

Maxim Court

Once in court a Maxim Club appointed judge (a rank with roughly the same weight as Master) sees the case and tries to establish the facts of the case. Since they are guilty they are looking at the character of the defendant and the circumstances of the act.   Are they likely to reoffend? Were there extenuating circumstances? A career criminal? Of otherwise good standing? There is a great focus on hearing character witnesses of good standing, but evidence of extenuating circumstances is also admissible.   Sentencing is then adjudicated on the severity of the crime, taking into account the evidence presented. Fines are the most common penalty, although exile or sending to Fate's End are inflicted upon severe or hopeless cases.  

Judgement of the Maw

The accused can get off by asking for the "Judgement of the Maw" - they are to stand on the edge of the Maw for 3 days without sleep or sustenance. Should they fall in, or the edge crumble beneath them, then that is their punishment (wings are bound, if appropriate). Should they remain then they are free.   Acquittal by the Maw is the subject of folk tales, but not something that gets called upon more than once in a generation and never successfully.  

Justice within the Orders

In the case of an Emmer or above within the Orders their immediate superior decides if the case should be brought to trial and they are judged by the Order's Grand Chancellors. No Order would allow their members to be subject to rule by a different Order.   Grand Masters and Grand Chancellors are tried by the Council of the Orders itself.  

Civil Courts

Civil cases are heard by a panel of three magistrates, chosen by lottery from the Emmers of the Orders, with Maxim lawyers present as an advisor. They require a small fee payable to be heard, with higher fees available to draw from Masters or even Grand Masters in the lottery.  

Judicial Conclaves

In special circumstances the Grand Masters can convene special Judicial Conclaves that comprise 1 Maxim Judge, 5 Dogma Bridge Wardens and 1 Scion of Fate Warden - the full team required for the authority to act as judge, jury and executioner.   They are often given resources and specialists from the Orders, as appropriate to carry out their specific mission. They have little oversight but are accountable to their Grand Masters for their actions.   If martial law is declared Judicial Conclaves are often used as street patrols, assisted by Order agents and the Urbanse Colonial Military, to bring order to the chaos.
