Major Enclaves and the Council of Grandmasters

After the Druidic Enclave was forced to sign the Pact of Nörn, all of the other large enclaves were eventually pressured into doing the same, following a widespread fear of the rising power of the enclave leaders. The signatories of the Pact grew with time, and today, there are seven enclaves that have undergone the signing ceremony and achieved representation on the council of Grandmasters. I cover each enclave in this list later in my work, but I will list them in brief here in the order of signing:   The Druidic Enclave
The Necromantic Enclave
The Enclave of Arcanists
The Magician's Enclave
The Martial Enclave
The Alchemical Enclave
The Enclave of Nobles (AKA The Royal Enclave)
  These seven enclaves are the most powerful in Ultor, and they can exert great influence over their particular field or craft. For example, the Druidic Enclave is so powerful that a druid is often not considered legitimate unless he or she attains membership within the Enclave. They have become synonymous with the way of the Druid, and are now viewed as a legitimizing force for those who wish to ply their trade. The other enclaves have similar sway over their professions, which is the reason each was "encouraged" to sign the Pact.   The council of Grandmasters has many menial duties that I will not discuss -- they are not of much interest to you or I. In general, they are directly responsible for the actions of their respective enclaves, whether or not they have anything to do with the decision making process. They will often be held directly accountable by the king of Nörn, which encourages them to ensure that their is very little corruption or wrongdoing in their enclave. Each Grandmaster also serves as a counterbalance to the other Grandmasters, as the whole council and the king of Nörn (or a worthy representative of the king) must approve any changes or additions to the Pact. This helps to ensure that no one enclave will skew the document in their favor, and the consent of the king is intended to ensure that the enclaves do not attempt to increase their own power as a whole without just cause.
