Silent Shepherds

For those people who are unable to find legal work, or those who want to participate in more fun engagements, the Silent Shepherds is the organization for them. The largest criminal organization on the continent, has survived for decades out of reach from the law due to its very design. The Shepherds are a loose network of crime bosses who oversee operations in smaller territories across Orlond and beyond. Each satellite regularly offers a cut of their profits and information to the leadership. At-large entities are employed to handle organization-wide operations like smuggling, influence, or collecting outstanding debts.
